From October 2025, motorists all across the Republic of South Africa shall begin facing the more rigorous licensing rules. The Department of Transport has set rules mainly to ensure increased road safety while putting a check on the grossly increasing accident rates in the country. These all would mainly take lives first, drain money out of drivers each time they have to pay fines or fees, and thirdly impose on more stringent restrictions.
Why Have These New Licence Rules Been Proposed?
South Africa has been reported as one of the countries producing the highest road accidents and deaths across the globe. - Depending on the new amendment, driver’s licences shall be issued only for five years after which they shall need renewal.
- Setting of Tests Increased Demands Upon Renewed Licences- Depending on the renewed licence being sought, a driver may be required to undergo new tests or parts of a driving test, instead of just having his eyes tested, especially for the heavy vehicles. Sometimes, unless a new test can be taken through the driver setup.
- Digital Cards- The launch of biometric verification for the Smart Card shall allow no reservations or duplication of licences.
- Steeper Penalties for Driving with Expired Licences- The penalties shall be increased in the case of any person being found driving with an expired driver’s licence; he shall be forthwith disallowed from driving until he renews his licence.
What Does This Really Mean for South African Drivers?
Though the clauses are to avoid road accidents, a clause that would have to be considered in the analysis of the rule would be the cost and other burdens it puts onto the driver:
- Every renewal means a heavier toll on the drivers.
- Lengthy testing might inevitably bring about a larger queue at the licensing centres.
- There might be certain delays if retesting for commercial vehicle drivers become vast all over, mostly in the taxis and trucking hire.
